Meeting
July 22, 2004
A. The North Carolina Pretreatment Consortium Meeting was called to order at 10:50am on July 22, 2004 by Monica Hayes, 2004 NC-PC Inc. Secretary, at the National Textiles Facility in
Eden, NC.
B. Members in Attendance were: Rob Allen, Charles Van Zandt, Jimmy Pridgen, Ralph Potter, Scott Clark, Crystal Shotwell, Scott Pickard, Victor Quick, Stephen Haller, Sharon Miller,
Cheryl Tilley, Bill Gintert, and Monica Hayes. Non-members in Attendance were: Amy Varinoski and Tommy Satterfield.
C. Minutes from the previous meeting were read and approved.
D. Old Business
There was no old business discussed at the meeting.

There was no new business discussed at the meeting.
F. Program
Mr. Keith Sneck and Mr. David Norris from National Textiles and Mr. Charles Van Zandt from the City of Eden gave presentations on the manufacturing operations at National Textiles and the
special wastewater considerations and treatment at the City of Eden’s POTW.
Eden’s National Textiles facility is a fleece and jersey dyeing operation that produces approximately 1.3 million pounds of dyed goods and 400,000 pounds of bleached goods each week.
The textile facility discharges to the City of Eden’s 13.5 MGD wastewater treatment plant which is the only NC POTW with a numerical limit for color. The City of Eden treats for color at the
POTW with Chemical Precipitation using polymers.
In the City’s cost recovery system for the color removal operations, the costs of the removal system are divided among the City’s color discharging industries such that each industry pays “pound
for pound”. The pounds of color discharged by each industry are calculated. The total pounds contributed to the wastewater treatment plant are then divided by the total monthly cost of treatment to
derive the cost per pound of color removal. The industries are then surcharged based on the pounds discharged.
Following the presentations, National Textiles provided a buffet lunch for all attendees and lead guided tours of the manufacturing facility.
G. The meeting was adjourned at approximately 2:00pm.
