Meeting
March 25, 2004



A. The North Carolina Pretreatment Consortium Meeting was called to order at 10:30am on March 25, 2004 by Janet Maddox, 2004 NC-PC Inc. Chairman, at the Fourth Creek WWTP in Statesville, NC.

B. Members in Attendance were: Rickie Stutts, Scott Austin, Lee Kearson, Joe McNeely, Chris Bortnick, Carol Rogers, Bill Gintert, Jim Gwyn, Reginald Hicks, Frank Skee, Neal Klimek, Karen Reece, Beverly Metcalf, Sharon Miller, Danny Sigmon, James Rumley, Cheryl Douglas, Janet Maddox, Doug Troutman, Cheryl Tilley, Monica Hayes, Larson Harsey, Nicole Johnston, and Mike Lamberth.

C. Announcements
  1. On March 4, 2004, Rickie Stutts submitted his resignation as Chairman of the 2004 NC-PC, Inc effective March 15, 2004. Janet Maddox, elected as Vice-Chairman, agreed to step into the Chairman Role.

  2. Jim Gwyn announced that he was leaving pretreatment but would still be with the City of High Point.
D. Old Business
  1. Treasury
    In John Gibson’s absence, the following information was relayed by Monica Hayes.

    a. Current Budget stands at approximantely $28,000.

    b. Tax Exempt Status
    Hunton and Williams have yet to finalize the filing process. John Gibson was directed to use his discretion in determining if and when to turn the process over to someone else.

    c. Computer Purchase
    John Gibson has purchased a laptop for the consortium’s use and has been instructed to purchase a projector as well.

  2. Certification
    In Sherry Bagwell’s absence, the following information was relayed by Monica Hayes.

    a. The deadline for registration for the 2004 Certification School has been extended to March 31, 2004. Call Martie Groome for information.

    b. Florida has recognized the Grade I certification of a former “graduate” of the NC-PC, Inc. Certification School.
D. Program - Open
  1. The LTMP data submitted to the State on our DMR’s is not entered into the State’s Database.

  2. The membership decided that, in response to the State’s decision to include those restaurants that clean their own under-the-sink grease traps in the definition of septage hauler and to require that they be permitted, each municipality would take the information back to their own restaurants and let the restaurants decide how to proceed. The City of Winston-Salem provided a sample letter to government representatives to request that the permit fee be reduced.

    Neal Klimek announced that he would be teaching a “Grease Trap Inspections for Dummies” at Western Piedmont Community College on April 20, 2004. The contact person for the class is Penny Peeler at 828.438.6197

  3. A discussion of the response time from the State’s Pretreatment Unit revealed that the problem with extended response times is somewhat limited in scope. It was decided that since currently there is an opening in the State’s supervisory level, we should wait to approach the State about this issue.
E. The NC-PC, Inc. provided pizza for all attendees and the meeting was adjourned at approximately 1:00pm for lunch.
